Resumen
Este trabajo se estructura en cuatro partes. En la primera se identifican una serie de enfoques y marcos teóricos del desarrollo territorial generados en los últimos quince años en los países centrales y difundidos acríticamente en los países en desarrollo, incluyendo América Latina. En la segunda parte se indican tres “fallas de origen” presentes en dichos enfoques: a) una notable imprecisión conceptual, b) una marcada desconexión de las estructuras del entorno meso y macro, y c) la asunción de un imaginario que presenta su interior (del cluster) en forma armónica y homogénea. En la tercera parte se examinan los fundamentos de esas “fallas” en el cuerpo teórico regionalista y, finalmente, en la cuarta, capitalizando lo anterior, se indican pautas metodológicas orientadas a insertar los análisis de clusters –y con ellos las estrategias de desarrollo territorial– en un cuadro conceptual y analítico más consistente y realista.
