Abstract
In this research we try to explore in a conceptual and empirical manner the concrete experience of the management of public services in middle-sized cities in Mexico and the administrative, technical and institutional complexities that appear after its presentation, especially in a framework in which the common citizen more often than not asks about the deficiencies or right decisions of the governmental function in the coverage and quality of services and their effect on the conditions of life and the satisfaction level they have, rather than about the large orientations of urban policy.
